All Ages School Paper Design

I had quite a challenge in learning how to design a school paper publication. I mean, I can go ahead and assign my students to do so. The thing is, they are not knowledgeable about it and most of them are not willing to work on it. Is there any application or software I can install to create a professional looking school paper before I go ahead and publish it. I am actually looking for a free software since it is for educational purpose.
