Can subject clustering work?

I do acknowledge that students should have an appreciation of many areas of study at the basic level of learning. Some students however, are very poor in humanities but good in sciences and vice versa. My suggestion is that students who don't excel in certain areas should take these subjects as minor subjects and major in subjects which view excel in. This would save alot of effort and time and also tailor them to make career choices early in life as well as significantly lowering the burden of cost, time and effort.
